Nocte society calls for dialogue with outfits, questions Govt silken on Tirap

ITANAGAR, Mar 14: Society for Promotion of Nocte Indigenous Culture (SoPNIC) said that it is high time that state government started a dialogue process with the outfits operating in Tirap- Changlang.

“The government cannot and must not continue to ignore the burgeoning problem. With the problem still unaddressed, developmental activities in Tirap have come to a screeching halt”, it said while adding that whenever there is firing between the two factions or army operations, leaders of all hues and heads of work departments run away, leaving the common people to fend for themselves” it said.

Needless to say such practice only aggravates the problem as no one is left in the district to address them, it added.  

Today Tirap-Changlang districts in chaos. The onus is on the elected leaders to work unitedly and fearlessly to restore peace and order. In their journey of this arduous task, the people who are supreme in democracy are with them, the society said.  

While urging the NSCN (K) to withdraw the letter and request it to resort to other democratic means to hammer out the differences if any amicably, the society said that the letter sent by NSCN (K) asking the elected leaders of Tirap-Changlang to withdraw support to Khandu Government has without an iota of doubt made even the deaf hear to sit up and ask what is happening in Arunachal?

This letter has done what killings, kidnappings, extortions etc in Tirap district for the last many years could not do. It has awakened the conscience of the people of the state at long last. The strongly worded letter has shaken and trampled the very foundation of our democratic setup, it said.    

The Society said that whether the letter is authentic or not, it is for the government agencies to ascertain while adding that what is more than authentic is that Tirap- Changlang had been gripped by serious insurgency problem over the past many years.

“However, too our great chagrin and utter dismay, successive governments maintained stoic silence and acted as if nothing had happened. Countless loss of life of innocent civilians in Tirap district over the years failed to awaken the government of the day from its slough of despondency. Today things have come to such a pass that elected leaders are being threatened. They say if one plays with fire his hands would be burnt someday” it added.

The common adage that says ‘uneasy lies the head that wears the crown’ is aptly applicable to the elected leaders of Tirap–Changlang for they are unfortunately faced with a peculiar problem wherein though being in power they feel powerless, it said.

The society said that “in this dark hour of profound crisis we stand by our leaders as we have ‘democratically’ elected them. Our sympathies are with them. Like us our elected leaders must also be sensitive to our problems in predicaments”.

“Why they kept tight lipped recently when there were firings between the two factions in Tirap, throwing the lives of civilians at great peril, is shrouded in mystery’ the society added.

“The AAPSU and media houses in the state had done precious little to pressurize the state government and lobby the center in bringing a lasting solution to the vexed insurgency problem in Tirap-Changlang had long endured. The AAPSU leaders and media persons may visit the affected districts to have better grasp of the actual ground realities, especially in villages” the society added.

 

144 Cr PC imposed in Lower Diang Valley

ROING, Mar 14: The Deputy Commissioner cum Chief Judicial Magistrate, Lower Dibang Valley District has imposed 144 Cr PC in the district.  

This has been imposed to diffuse the tension that was mounting due to economic blockade by the District Adi Student Union (DASU) on Shantipur-Roing Road (NH-37) since March 13 last.

In a separate Executive Order, the District Magistrate has declared the economic blockade illegal as per provision of section 145 Cr PC as it has disrupted the supply of goods including essential commodities and is likely to create problem in the maintenance of public tranquility and peace, according to a report from DIPRO.

Situation is tense along the Roing-Shantipur. Passenger buses and goods vehicles bound for Roing coming from Tinsukia are reported to have been attacked by the protestors.

The ire of the protestors staging blockade is directed over detaining of three individuals by forest officials after they were caught red-handed with a dead sambar, allegedly killed by them, source say.

The trio were caught by local villagers of Chidu-Kebali on Friday when found hunting illegally inside the community forest area.

They were later handed over to forest officials and detained by Roing police. Three guns under their possession were also seized.

They were, however, released along with their seized guns by the authorities for fear of communal repercussion.

A source in the administration informed that efforts are being made to persuade the protestors to lift economic blockade.

The protestors are demanding that complaint against the three individual be withdrawn. The villagers of Chidu-Kebali, however, are expressing dismay over failure of authorities to act against them.

 

Arunachal, APP and militarization

ITANAGAR Mar 14: Recent clashes between various factions of NSCN in Tirap district and subsequent threat letter by NSCN(K) urging legislators of Tirap and Changlang to withdraw from Dorjee Khandu led government has put a question mark at the security preparedness of Arunachal Pradesh.

For any law and order problem the first line of defense is state police. It is the duty of state police to protect right of citizen to have a peaceful life.

However Arunachal Pradesh Police (APP) is short of man power and ill equipped. State like Arunachal which is dealing with problems like insurgency, refugee, illegal migrants and border conflict it is quite shocking to know that APP is battling with dangerous shortage of man power. APP has only two battalions of civil police and 3 battalions of IRBn. To make matter worse most of these police personnel are either used for VIP security or to man traffic.   Most of the IRBn personnel are given military training but are used as traffic policemen, which is utter waste of money invested in them.  Also, State police is ill-equipped and it’s unfair on the part of citizen to expect that they will take on underground groups without properly armed.

In this situation, Arunachal Pradesh government is totally dependent on paramilitary and army to tackle law and order issues. In the entire state Assam Rifle has 16, CRPF 20, SSB 2 and ITBP 2 companies deployed. Add to it Indian army is also involved in counter insurgency operation and has presence in large part of state. Central government is planning to raise mountain division especially for Arunachal keeping in mind the Chinese threat.   However central government need to make sure that Arunachal is not militarized with pouring in of military men in large scale. Experiences of states like Manipur, Nagaland and Kashmir tells that conflict arises between citizen and military because of the heavy militarization. Often citizens of these conflict states complain that military personnel commit human right violation. Lack of knowledge about local culture and tradition also create lot of misunderstanding between armed forces and local citizens.

In such situation, state police has important role to play. Being accustomed to custom and tradition of locals, they can deal with issue in better way.

In Tirap and Changlang, if situation are to be brought under control state police has major role to play. Government should increase their strength and police need to be well equipped to counter the insurgency group. For a tribal state like Arunachal presence of large number of military personnel is not good. Unique tribal culture of state is unknown to military personnel from mainland India which may lead to misunderstanding and thereby fuel anti-military feeling among citizens.

 

Hailstorm lashes Polytechnic College

ITANAGAR, Mar 14:   The hail storm accompanied by rain caused massive destruction to the Tomi Polytechnic College, Basar on Mar 11 evening. The hail storm has completely blown away the roof-top of the college and hostel building forcing the students to spend the whole night in the rain. This was informed by the college principal Toko Tara in a release today.  Study materials, and many others  items  of the students  have been damaged   due to heavy rain. Though authorities were informed immediately, there was no response from management side, the release said adding that hostellers were asked to vacate hostel within 12 hours next day, which further created accommodation problem for hostellers, particularly the students from other districts.

The principal appealed to the state Govt, particularly the director of Higher and Technical Education to take necessary step to bring succor to the affected students and the college.

 

Dibang Valley gears up for Monsoon

Anini, Mar 14: Calamity’s favorite district, Dibang Valley is preparing itself for the upcoming monsoon season.

Addressing a meeting of District Disaster Management Committee (DDMC) Deputy Commissioner of Dibang Valley Abu Tayeng,  who is also the chairman of DDMC on 9th March dwelt at length about need of preparedness to tackle probable disaster/natural calamity which may come along with the onset of monsoon.  “We cannot stop disaster from occurring but awareness and little preparedness in this regard will help to reduce the impact to a large extent”, he said.

Basing on the past year's catastrophe in the district,  Chairman further instructed DF&CSO to be prepared with buffer stock of the ration commodities to meet up with any kind of eventualities. He further directed the district hospital authority to ensure availability of sufficient life saving drugs esp. anti venoms keeping in concern record cases of snake bite during the monsoon season and other medical equipments to counter any untoward and unseen situations.

Further, DRRO was also instructed to conduct preliminary survey to locate vulnerable points and flood prone areas, and their distance from the Hq and to list out the available resources of the district.

Committee also reviewed District Disaster Management Plan effecting necessary amendments. It was decided to conduct awareness campaign on disaster management at village, circle and district levels. Hoardings reflecting Do’s and Don’ts during the time of natural calamity will also be put up at places as a part of awareness campaign.

It was also decided to set up a joint control room in the district hq. as well as a wireless communication centre at Arzoo circle hq.

All HoDs, HOOs and Other officials were directed to take precautionary preparation by stocking up essential commodities, Medicines(first aid) and other requirements. (DIPRO)

 

Power supply restored in Pasighat

ITANAGAR, Mar 14: The Pasighat Electrical Division (E) has informed the East Siang deputy commissioner that the power department has taken all necessary initiatives to keep the power line functional.

Giving details of the cause of power disruption and restoration of supply line, the Executive Engineer (E) Pasighat Electrical Division in a letter to the DC said that fault occurred in the Along-Pasighat 33 KV line at Babuk village  due to puncture of 33 KV Disc insulator followed by cyclonic storm. Similar problems are also seen at Pasighat near D C Bunglow. However the rectification was done and power supply restored on March 10 at 4.15 pm. Power supply again disrupted due to falling of bamboo near Tarak  under the jurisdiction of the Aalo electrical division and restored on March 11 at 10.03 am.

The letter further informed that line tripped at 8.03 PM  due to falling of tree near 14thMile on March 12 and it was also restored.  Similar fault had occurred near Tarak and a contingent from Pasighat was deployed to restore the line on war footing. The line was finally cleared at March 13 after noon and is running uninterrupted till date.

 

Lohit records low CD Ratio

ITANAGAR, Mar 14: District Consultative Committee Meeting of Lohit district reviewed the performances of various Govt. Sponsored schemes at Tezu on March 09. It was observed that  as against a target of 60%, CD ratio in the district was 21%.

Achievement under priority sector lending was 39.08 % against a target of 40%, achievement under agriculture lending was satisfactory at 23.15% against a target of 18%. The achievement under weaker section was 8% against a target of 10%. Achievement under Annual Credit Plan 2010-11 as on 31.12.10 was 517 lakh lakh against a target of 673 lakh which constituted 77% of ACP. Performance under Govt. Sponsored programmes was not satisfactory as only 03 proposals with a financial assistance of 28.00 lakh  against a target of 16 proposals under PMEGP was sanctioned as on 31.12.2010. Under SGSY, against  sponsored applications of 96, 62 applications were disbursed with a financial assistance of Rs.25.80 lakh.

UBI, Namsai disbursed all the 08 sponsored application with an assistance of Rs. 1.60 lakh. It was indicated by the banks that remaining sponsored proposals would be disbursed before 31 March 2011. Further, against the physical  target of 1700  under  KCCs, only 742 KCCs have been issued so far with a loan assistance of Rs.199.91 lakh. Under SHGs, against a target of 30 SHGs, the achievement as on 31.12.11 was 16 in number  under credit linkage  with Rs. 5.05 lakh and 15 SHGs were linked with  savings.

The DC  R. K. Sharma chaired the meeting which was attended by NABARD, Govt. Officials besides representaives from SBI, APRB and APSCAB.

Sharma expressed his concern over the low CD Ratio in the district. He advised the banks to disburse all the pending loan applications before 31 March 2011 so as to improve the CD Ratio. The LDM also advised the banks to achieve the target under ACP by 31 March 2011.

S. Mazumder, Manager, NABARD advised the banks to issue KCCs as per the target assigned in the district with the assistance of farmers clubs. He also indicated that RBI and NABARD have given top priority for achieving financial inclusion in the state. As such, steps should be initiated by banks for achieving greater financial inclusion which was indicated in the workshop held last year. Further, the BDOs in the district have been advised to keep in touch with the Department of Women and Child Development for the formation of SHGs under  State Micro Finance Vision. The LDM assured to achieve the target assigned in the district by 31 March 2011.

 

Best Awanganwadi worker award to Yakar Tajo

ITANAGAR, Mar 14: Yakar Tajo of Chayangtajo-II Anganwadi Centre under ICDS project, Chayanagtajo of East Kameng district has been conferred the state level best Anganwadi worker award  in recognition of her dedication to job responsibilities.

Handing over a cash award  to Yajo, CDPO of the project SC Tok urged other anganwadi workers to work with dedication and sincerity.

Tok also held a series of meeting during his week-long visit to various anganwadi centres and asked the anganwadi workers (AWWs) to be very dutiful and stay at villages where they are engaged for. They are also aksed to submit the monthly progress report cautioning that no honorarium would be released to the defaulters. Posters and pamphlet relating to food and vitamins received from Community Food & Nutrition Extension Unit, Itanagar were also distributed among AWWs, AWHs and others.

Meanwhile, the AWWs lamented that non-availability of supplementary nutrition programme (SNP)/necessary food items has been affecting the smooth functioning of various Anganwadi centres. Cent percent decentralization in procurement  system of SNP & ICDS might be the suitable mechanism to solve the problem, they said. Items meant for AWCs of the project should be dropped directly at Chayangtajo Hqs instead of dropping at Seppa, they appealed to the CDPO.

 

Development a goal during my tenure: Siga

Daporijo, Mar 14: I want to see development in each corner of my constituency and so will work towards seeing this aim of mine come to fruition during my term as your representative. And for such development to come about, people should refrain from hindering in the process of development for petty gains and should instead concentrate on what development will bring to the area and the future generations of the area, said Tapen Siga MLA, Daporijo Assembly Constituency, while addressing the people of Sera, Siga, Kare and Dasi villages during his visit to Sera- Tapapu Govt. M. E. School on yesterday.

Siga also made a request to the student and teaching community to be sincere and regular so that education in the area would not be hampered as it was the most important ingredient in the development process. He enjoined the teachers to impart their knowledge in a proper manner so that students would learn and have a bright future.

The Deputy Commissioner also spoke on the occasion saying it was imperative to develop and preserve such a beautiful and enchanting area, for this he too advocated the importance of education. CLC to conduct games & sports, cultural competitions

ITANAGAR, Mar 14: The Central Longte (Festival) Committee (CLC) has decided to conduct various games and sports and cultural competitions during the ensuing festival celebration at Koloriang.

Various games & sports competitions such as volleyball, badminton, cricket, field and track events, traditional sport like Bobo Bonam and cultural competitions including traditional group dance, devotional song (Nyime Kabnam for women and Birig Bennam for men) etc. will be conducted as part of Longte festival celebration at Koloriang, according to Central Longte Committee release.

Teams from each Zilla segment under Kurung Kumey district are expected to participate.

 

Capacity building training programme on rural tourism

ITANAGAR, Mar 14: State tourism department will conduct a two-day capacity building training programme for promotion of rural tourism, eco-tourism and home stay in Arunachal Pradesh  at the directorate  conference hall on March 16 and 17.

Women SHGs, PRIs, NGOs and educated unemployed women of Upper Siang, Papum Pare/ East Kameng, Upper Subansiri/ Lohit, Changlang, Lower Subansiri and Tawang districts and torism officials are being targeted under its 1st phase of training programmes on gender budgeting.

APSCW chairperson Komoli Mossang  would address the inaugural function. Other speakers include tourism secretary Bandana Deori and director A K Singh.

This would be followed by  technical session where in the resource persons delivered lectures  on various topics and presentation of action plan.

 

An awareness camp on PMEGP held

DOIMUKH, Mar 14: An awareness camp on Prime Minister’s Employment Generation Programme (PMEGP) was held at EAC office’s ground here today. The camp was organized on  the sidelines of the three-day PMEGP exhibition organized by the Arunachal Pradesh Khadi and Village Industries Board in collaboration with the Arunachal Pradesh Seva Sangh’s Doimukh unit. It was sponsored by the Khadi and Village Industries Commission, ministry of MSME Govt. of India.

Encouraging the participants in the awareness programme, state KVIB vice-chairman Bado Singhi said that the PMEGP is an important scheme to minimize the un-employment problem of the state. He also urged upcoming local entrepreneurs to follow the PMEGP guidelines practically instead of running after subsidy alone.

The central Government had already issued a notification to all the offices to keep the product of local artisans and pursuing an initiative pension scheme for the local artisan from central government, he informed.

APKVIB CEO Sukamal Deb asked the entrepreneurs to upgrade their skill   with the help of nodal department like DIC, KVIB and KVIC. The state Khadi Board had sent four units of stalls from the state in the recently held Puravanchal exhibition at Delhi, he informed.

Deb further informed that Rs. 3 lakh has been generated by 10 stalls in three days exhibition, he informed.

Doimukh SBI branch manager B. Ghosh and APSS secretary V.N Rai also spoke on the occasion.

Later, Singhi gave away commendation certificates to all the entrepreneurs who participated in the programme.

 

Bye-laws of Mirku village released

PASIGHAT, Mar 14: The bye-laws and code of conduct rules of Mirku village was released by Adi Bane Kebang Secretary (Hq) Tabung Ering at the village Musup today .

Addressing the villagers on the occasion, Ering said that the traditional institutions regulate the day-to- day activities of the Adi people in maintenance of peace and tranquility of village periphery.

“Despite of introduction of Panchayati Raj it has its own importance and values which need to preserve in text form,” he added.

Present on the occasion were Village Council president Er. TR Pertin, vice president Oyin Moyong, former secretary ABK (Hq) Onyok Pertin, ASM Oni Tamuk, chairman bye-laws, advisory board members and GBs among others.

SMS students win national glory

PASIGHAT, Mar 14: Eight students of Siang Model School (SMS) have been selected for Gold medals in different categories for their brilliant performance and extraordinary talents at All India Talent Search Examiniation-2010 (AITSE), which was conducted by the National Teachers Council (NTC), Bengaluru in November 2010.

The nation’s best gold medal winner master Ashutosh Anand is a student of Class III. He is son of KK Yadav and Kabita Yadav. He will also receive a laptop, memento and certificate in September 2011 next at Bangaluru, informed the NTC authority.

The other gold medal winner are Merin V. Jolly, Taris Takar Taloh, Gunjan Kumar, Frincy Alice Tabing, Tadgi Perme, Suman Taki and Eva PC.

“It is basically a diagnostic test that helps the students in improving their skills and offers feedback,” said school Principal Deepa Sudheer while congratulating the students.

ITANAGAR, Mar 14: Education Minister Bosiram Siram and Art and Culture Deputy director Jomnya Siram have consented to attend the Mopin celebration at Baririjo in Upper Subansiri district on April 5.

A host of other dignitaries including Takar Marde, RD Minister and local MLA, Dr Tado Karlo  and Rodak Blange of NERIST, Cooperative Union chairman A T Kulo and NESO general secretary Gumjum Haidar, Kara Welfare Society president Tabe Haidar have also consented  to be special invitees on the occasion, said Mopin Celebration Organizing Committee (MCOC)  in a release today.

Association appeals

ITANAGAR, Mar 14: While the indigenous unemployed youths of the state are crying for job opportunities, the Govt employees are busy in contract works and running business in the name of their kin and kiths, said All Arunachal Youth Association (AAYA) in a complaint letter addressed to the state chief secretary.

The  state Govt did not take any step to check the growing unemployment problems in the state, association further said and alleged that  list of the contractors under the JNNURM schemes includes maximum number of Govt employees  and kin and kiths of the officers.  It appealed the CS to issue directives to the respective department for transparent works.

 

PPADC appeals to DC

ITANAGAR, Mar 14: The Parsi Parlo Area Development Committee (PPADC) has sought personnel intervention of the Kurung Kumey deputy commissioner for investigation into the on-going PDS operation, particularly in Parsi-Parlo area.

“Not a single kg of rice has reached in the area since the re-introduction of the head load carriage system in August 2010 in Kurung Kumey district,”   the union said  and claimed that the real and genuine BLP family members are not getting the BPL, AAY rice for last one year.

In a representation to the DC, the Committee further demanded constitution of third party monitoring committee for effective distribution of relief and rehabilitation measures for the victims of rat menace followed by bamboo flowering in Parsi-Parlo area. The Committee claimed that most of the people in the area have been facing starvation due to rat menace and migrating to the capital complex in search of shelter and food.

 

MP funds to be effective from April

New Delhi, Mar 14: Union Finance Minister Pranab Mukherjee today announced in the Rajya Sabha an increase in the MPLADS fund from Rs two crore to Rs five crore to be implemented from April 1, 2011.

"At present it will be applicable in those states which are not going to poll," he said.

"The scheme will be extended to the polling staes after the election process is completed there," Mukherjee added. UNI

 

SC for probe in bungling of funds

New Delhi, Mar 14: Taking serious note of alleged bungling in the implementation of UPA government flagship scheme Mahatma Gandhi Rural Employment Guarantee Scheme, the Supreme Court has indicated that it is willing to order a CBI probe into the matter.

The apex court has sought the response of the Centre on the petition seeking CBI investigation into the alleged misuse of MGREGA funds under which employment is assured to persons meeting the criteria, assured employment for 100 days in a year. UNI

 

Sangma to address election rally

ITANAGAR, May 14: Former Lok Shaba Speaker and NCP leader P.A. Sangma, is scheduled to arrive at Itanagar on March 24  as part of his election rally in Bihpuria constituency of Assam which he is scheduled  to address on March 25. NCP MLA Profulo Bora is contesting as NCP nominee from the constituency. NCP leaders from state are expected to join Sangma.

Mean while President of NCP state unit Ngurang Pinch has been appointed as central observer for the Assam State Assembly Election by the Party High Command.

 

EDP for women

ITANAGAR, Mar 14: One week Entrepreneurship Development Program for Women which is being organized by D.I.C. Yingkiong was inaugurated by Pawan Kumar Sain ,Deputy Commissioner Upper Saing today.

Speaking on the occasion Sain, appreciated the trainees for their keenness to learn.

There are lot of avenues for self employment and generating income. However, guidance and training for selecting trade is needed. So, such training is arranged by the govt, he said.

All has to take up the training seriously and utilize the knowledge for developing their family and the society, he said while adding that they should put in hard labour and mould the future of their  offspring and set example for others.

Rajesh Panyang ,ADC and J.Diyum, DPO also addressed the trainees.

ITANAGAR, Mar 14: All Papum Pare Youth Association ( APPYA), a unit of AAYA, has decided to organize  a six-day long tree plantation cum awareness programme on  environment and climate change  at Doimukh from April 25 to 30 next. It will also create awareness about the need to safe Mithun and preserve flora and fauna, particularly in Papum Pare district.

Free the farmers from manipulators

Dear Editor,

The first and prime reason of the rising essential commodities is because we created a commodity exchange. The market can manipulate within hours according to its own wish. It has nothing to do with our production, distribution, monsoon and other factors. Indians tears are the stock and commodity exchanges. Gamblers and fixers decide the market now with the whole hearted support of the govt. It is lucrative and risk free business for mafias to engage in such activities. India’s biggest mistake is that we opened door for the manipulators. At the time, small and genuine investors, traders, businessman, and all other sections of society imposed with various taxes, duties and finding it difficult to survive due to license and permit raj. The double standard is clearly visible.

The inflation can be controlled to the large extent if the govt. give full freedom to farmers to sell their agricultural produce anywhere in India without any restriction and ensure free movement without taxing the same. All the agricultural produce is controlled by market forces and other rich and traditional traders. The prices of goods are decided by these individuals. They create the artificial shortage and price rise. The farmers cannot sell their agriculture produce directly due to different reasons. The real farmers are getting 1/3rd of the price. Rest of the profit is swallowed by the middleman and traders only. We are witnessing farmers’ death across the country. Govt. has no concrete action plan to stop the suicides. At the end of the day, what the govt. need to do is to liberate the middleman and traders in manipulating the food grain and other agricultural produce prices. The farmers could sell their produce without the support of APMC market. The farmers have their right to sell, load, unload and transport the goods at any destination and the govt. will not restrict the movement from one dist. to other dist. one state to other state. Minimize and exemption of toll tax and other taxes when a small farmer move their product to other location. It will really help the actual producers to sell the produces directly to consumer and both benefit each other without middleman support. The govt. should try to create such a mechanism at the earliest to liberate the farmers from the clutches of middleman. The existing commodity exchange only benefits these traders and not the farmers which need to be noted. By stocking in godowns, the manipulators create artificial price rise and then it encourage black marketing.

The high inflation can be fully controlled if the govt. and the concerned authorities make proper check on the market and raid various godowns across the country.

Formalities were cleared as required

Dear Editor,

This is in response to letter published in your daily dated March 10, by one Goda Madu, where he raised questions regarding handling of compensation by district administration of Papum Pare.

First of all more than 3 months was required to carry out physical ground assessment after the sanction of DPR from ministry concern. The assessment team left 7 am in the morning and return back 6pm in the evening from physical verification and assessment in presence of the respective land owners along the entire stretch of proposed Trans Highway from Pappu to Potin, despite inclement weather and having done overtime duty only to make this dream project a success. After that, 7 days period was given for filing claim and objection and hearing was conducted from those who filed claim and objection and accordingly it was disposed off. It was well publicized in newspapers informs of advertisements.

If these are not the formalities for handling of land acquisition cases and subsequent release of compensation then, does Mr. Goda Madu, have any other formalities left with him? If so, then please tell us.  Reasonable opportunity and time had been given to affected land owners.

All the 602, affected land owners from Pappu in capital complex to Potin in L/Subansiri had received their compensation for land and assets by signing land transfer certificate in presence of judicial magistrate free from encumbrance.  The assessment was done in presence of concern land owners and they have sign the field survey book also. Except for few land owners who were absent like him Madu during assessment day only trying to create problem later.

Trans¬Highway is a special project under PM's package. It is a time bound and national project and can't be delayed because of few disgruntled persons like him, who are against development and welfare of state. They want road but don't want to spare an inch of their land for public purpose. The reader may know that the total sanction amount for Papu-Potin stretch was Rs 23,88,05,247, out of which only Rs 12,29,65,882 was deposited into DC, Papum Pare account toward payment of compensation for affected land owners and rest were directly deposited to Forest, PHED, Power etc for CAMPA and shifting of utilities directly from regional office of MoRTH. The up to date bank statement along with cash book register and photo copy of cheque received by concern land owner with their signature & photo on it is maintained by us for any kind of auditing and accounting from any corner. So payment to bogus person as claim does not arise at all here.

He claimed to have a plot of land at Pappu Nallah, which falls under govt. notified land for Itanagar capital complex at chainage no KM 0.636 to 0.650. Since there is no norms for making compensation payment for land falling under the notified govt. land so his value of assets was only prepared i.e Rs 70,500/-( 15 mtr bolder wall). Moreover, he does not have land allotment order for his plot and so technically his claim for the value of assets is nullified as without proper allotment order whatever he had constructed or erected is illegal in the eye of law. He claims to have bought the plot from some other persons @ Rs 1 lacs above and had earlier requested to compensate him as per his purchase amount which was rejected. Having no other option he filed RTI and took document copy of DPR, field survey book, notification copy from MoRTH, DoRTH, approved rate copy etc. and is shooting arrow in the dark.

Lastly, why he is crying for justice and threatening to seek justice from Central Vigilance Committee? I will suggest him that instead of going to CVC, which is far away at Delhi, why don't he knock the door of honorable High Court, which is at his footstep at D' Sector Naharlagun, if really injustice had been meted out to him by district administration?

We are always ready with our up to date documents in this age of RTI. At the same time I would like to request all the 602 affected land owners that whoever had felt that injustice had been meted to him during handling of compensation, they are at their liberty to seek justice from honorable court instead of writing through media as we are tired of giving repeated clarification and a layman might think us to be corrupt officer through your writing.

The roads that needs security

Dear Editor,

One of the news items that caught my attention was the case of Goimaara massacre. It certainly must have come as a relief for the family of the victims, although temporarily. The NES and ANSU deserve appreciation for their efforts. But we expect a lot more from the Government of Arunachal Pradesh; they cannot simply shy away from the incident after donating the paltry sum. It is just a lure to cover up the raw wound underneath. The unfortunate incident is not an isolated one. The stretch of Pot holed pathway 'probably a road' between Itakhola and Seijosa has witnessed several similar incidents in the past.

The Government of Arunachal should seriously take up the matter with their Assam counterpart and deploy paramilitary or military patrolling along the stretch. The sooner the better, till then the poor travelers can continue gambling their life on the mentioned stretch.

We have a long way to go

Dear Editor,

In a heated debate on whether our state's infrastructure have achieved an up to mark level of development in its 25th statehood span organised by Arunachal Pradesh Students Union, Delhi recently  to commemorate the 25th year of statehood, I was vexed with the result of the debate that went in support of for the motion speakers.

It is understandable that our state cannot achieve sky scraper development in a span of two and a half decade also considering its history. But it is a general truth that our infrastructure has not reached the required minimum level.

In fact if we draw a close comparison between other state's like Mizoram who also got her statehood in the same year, the truth is laid bare.

Speakers speaking for the motion confidently argued that minimum level of infrastructure i.e. health,transport,communication education etc have been achieved. But everyone in Arunachal is pretty aware of the ground realities of frequent power cuts, worn out roads without street lights and footpaths, education left to the discretion of the teachers with few elite schools establishing monopoly etc. To put it precisely I am just not convinced that our infrastructure has reached an up to mark level of development.

Disappointing coverage of Japan quake

Dear Editor,

I am disappointed by your paper coverage of earthquake in Japan. A small photograph in front and reporting on 6th page doesn't do any justice to an event of such a global magnitude. It was as reported the fifth largest recorded earthquake since 1900s and the devastation it brought about was beyond imagination. This event could have been given a front page space since such natural catastrophe threatened this very region too. Atleast the pro-mega dams lobbyist and our myopic leaders could have seen it for themselves what is in store for all of us in the event of major earthquake and consequent dam bursts.if such event can happen in Japan which is known for its pioneering earthquake resistant building technologies,  It can easily overwhelm us. Here we don't conform to any building bye-laws; no regard for safe construction practices, literally we are sitting on a time-bomb.

Local news is important but there are lots of  news in the front page which can be rendered to back pages.
